Golf is a peculiar game in that it has a very large number of rules, and it's a matter of honor amongst players to obey them.  What other sport do you know where players call infractions on themselves?  Anyway, you can't clean the ball unless it's on the green, as this golfer knows very well...

Muddy ball on fringe
Would like to clean but cannot
A game of inches
